Flags lowered to honor war casualties

The United States flag and the Illinois flag are at half-staff at all State of Illinois facilities today in honor of an Illinois man killed while serving in the military in the war in Iraq, under a proclamation signed by Gov. Rod R. Blagojevich.

The flags will be at half-staff from sunrise to sunset today in honor of U.S. Army Private First Class Jacob Tracy. Reports indicate that Tracy, 20, of Palestine, was killed Sunday or Monday, June 17 or 18, when his vehicle hit an improvised explosive device in Baghdad.

Tracy was attached to the Eighth Cavalry Regiment, based at Fort Hood, Texas. He enlisted in August 2006 and had been deployed in Iraq since March.

Flags were flown at half-staff on Monday, June 25, in honor of U.S. Army Capt. Joshua (Josh) Eric Steele. Reports indicate that Steele, 26, of North Henderson, was killed Sunday, June 17, near Panjway, Afghanistan, when the vehicle he was riding in hit an IED.

At the recommendation of a suburban Barrington man, Blagojevich in December 2004 issued a proclamation also directing all State of Illinois facilities to lower their flags to half-staff on the day of a funeral for any Illinois National Guardsman killed in combat. The flags are then raised again to full-staff the following day.
